Shkëlqim is senior executive with nearly three decades of work experience mostly managing large and medium size commercial and non-for profit organizations in complex and multicultural environments. He has rich experience in the energy sector and particularly with the emerging natural gas markets via the implementation of the EU Directives. As member of the Board of Commissioners he has lead the Albanian Energy Regulator’s work in the joint process of the Energy Regulators of Greece (RAE), Italy (ARERA) and Albania (ERE) for awarding the conditional exemption from the third party access to the natural gas interconnector Trans Adriatic Pipeline (TAP). He is author of several regulatory documents and pre-feasibility studies for the Albanian natural gas sector and remains active with the natural gas sector developments issues in the Energy Community and wider.
Shkëlqim has also extensive international experience including PSA negotiations with IOC, implementation of EU funded projects and as the ERE representative in the Energy Community Regulatory Board and its elected President during March 2012 – November 2013. He was the Albania Country Manager of the mega project Trans Adriatic Pipeline during 2013-2017 and is currently the Managing Partner of SEA-Consulting (www.sea-consulting.co).
